If you manage aggro, you only need ~400dps tank, except for the Angel Bonus room.

You need a minimum of 300dps to complete a L4, but that will be painfully slow. Shoot for around a 600dps tank if you're a beginner, then just go for all-out applied damage.

EHP doesn't matter in missions, since you shouldn't be fitting extenders/plates.

Both passive and active shield tanks work. Drakes, Rattlesnakes, and the occasional Rokh can passive tank fine. Ravens (as well as each version of their hulls), Tengus, and Maelstroms are famous for dominating L4s for shield pilots.

Yeah, but Mach's have gone up in price recently, where as Rattles have gone done. Tengu's can be fit properly (albeit not potently) for a fairly "low" budget as well. Once OP gets better at L4s and rakes in a pool of cash, he should by all means jump in a Mach.

As for ship fittings, get a tank that can handle 400+ DPS then with whatever is left of your fitting space fit as much damage as possible. EHP for PvE can mostly be ignored as you don't need buffer but repair/regen rate

These guys are correct.  Here are a few possible paths that you can try and follow.

Passive and active missile shield tank path.  Try and get at least level 4 in appropriate skills, missiles, electronics, engineering, etc. before you leave the drake.

Drake -> Raven -> CNR -> Golem

Active Armor, laser pew (used this one in the past)

Harbinger (can also shield tank) -> Apocalypse or Abaddon (need sweet cap skills and/or implants) -> Paladin/Nightmare

Taru makes a sweet Amarr mission hub as well if you are going in that direction.  Caldari mission hubs should be easy to find with the agent locator too.

Honestly, just choose a hull, go to loadout, and sort by most popular of all time.  That usually works.

I disagree with the CNR part. You should have respectable skills before stepping up to a battleship and if you have done it right you should have very little in the way of you stepping from a Raven into the golem in a short amount of time. Save the cash you will waste on a faction BS and put it toward the marauder.

I disagree with your disagreement. Golem is far less flexible than a CNR. Yes when it's close in and properly fit it can apply some hilarious DPS against mission BSs but it's not as flexible as a CNR, and is worse in some missions. Plus given that loot and salvage are worth naff all at the moment and that the Noctis does it better the salvage bonus is a bit meh frankly.

If you insist on missioning then just man up and buy a Mach. Speed, WTFQBBQ DPS and looks = mission like a boss
